Well this question can have two sides or stories like, for instance a parent of a young student blaming the teacher fo the lack of learning in his child. You can not really blame the teacher with out hte right evidence, because you do not know if there is something going on with the student like if he is being perturbated in school or in the house.
But there are different reason many reasons why, like thje teacher may have the fault too. There can be a lack in the teaching of the person in charge of doing that or lazyness too! So what can be done in this cases? A replacement of that teacher can be good, but most of the time it would be better just ot evade that reason and find a more accurate way to work with the kid. This can disturb a child easily because everything they see they learn and seeing a teacher giving this kind of example can teach the alumn to be lazzy too.
Many cases there is a disability intervening in a child's development such as Dyslexia(reading disorder in which they mix the letters and confuse them with each other), there can be some disturbance in the kids mind which makes him or her agressive and isolated and that can be bad because that can affect the student's future.

Harrassment and Bullying can have an immense role at school too. And the way the student often act afraid or angry because of the path of violence they got to go through every day. Most of the time adults do not notice when this is happening, therefore it has to be a way to help the bullied as the bullies too, because they are both victims of it. I know you might be "why the bullies too?" Because the bullies has their reasons why they act towards other students in a agressive way. Bullies often act this way because they want or need attention from others, or it may come from the family members that act aggressive, loud, always shouting in their own home; making the student think that it is appropriate to do it any where. I personally think that kids who bully are victims as well, because they are being affected by something that makes them express themselves in that way, and instead of just looking at them as the "bad kids" we should help them to understand and find the way to stop this the best way. Nor making this kids more struggles for their futere life.
